Daniel requested an independent review of the police response.
Officers had acted properly at the scene, but the review found problems in earlier school reports.
Two months before the assault, Emily contacted a community officer after Tyler released her brakes during assembly. The officer referred the matter back to school administration because no injury occurred.
No report entered the central system.
The review concluded that interference with mobility equipment should have triggered documentation and safety assessment.
Daniel accepted responsibility as commissioner.
“My department had information before my daughter entered that field.”
He did not fire the community officer, who had followed inadequate policy.
The department changed the policy and trained officers with disability advocates.
Every report involving mobility aids, communication devices, service animals, or medical equipment would be treated as potential physical interference.
Emily joined one training session, then stepped away.
She did not want to become the permanent face of every reform connected to what happened.
Other disabled residents led future sessions and were paid for their expertise.
Daniel also changed how he spoke about protection.
He stopped saying he would never let anyone hurt Emily again.
He could not promise that.
He promised to listen earlier, respond through accountable systems, and respect when she wanted help without his authority taking over.
The promise was less dramatic.
It was more honest.
The police review also examined the emergency beacon.
Some officers proposed linking every disabled resident’s device directly to headquarters.
Advocates objected that automatic police involvement could create risk, especially for people of color or those in mental-health crisis.
Emily supported a user-controlled model.
The device would contact chosen services based on the situation: medical response, trusted person, campus advocate, or police.
Her own beacon reached headquarters because she had selected that option after previous incidents.
The reform preserved choice rather than turning her experience into universal surveillance.
Daniel admitted his first instinct had been to expand the system everywhere.
