Elaine later accepted a position at the Crowe Foundation with triple her public salary.
She denied knowing Vivian was a beneficiary.
Then investigators found a message from Richard:
Keep her unfindable to everyone except us.
Elaine pleaded guilty to records fraud and conspiracy.
Her testimony exposed broader problems.
Private foundations funded child-service programs, then used influence to shape placements involving wealthy families.
Children could disappear legally through database changes, sealed records, and professional language.
Vivian created an independent review project for identity alterations.
She did not direct individual decisions.
The project found fourteen other cases where private donors influenced placements.
Some changes protected children genuinely.
Others protected institutions from children’s claims.
Reform required separating the two without pretending secrecy was always evil or always safe.
Vivian testified before the legislature.
“I was not lost. Adults with access decided who was allowed to find me.”
New rules required external judicial review, notice to independent child advocates, and permanent audit trails when identities changed.
No foundation could fund the official evaluating its own legal interest.
The law arrived too late for Vivian’s childhood.
