Chapter 09 - The Hearing Behind Closed Doors

Much of the evidence remained classified.

The first congressional hearing occurred inside a secure chamber with no cameras. Malcolm arrived with senior attorneys and letters praising decades of government service.

Rebecca attended without uniform because her clearance remained suspended.

Malcolm’s counsel objected to her presence.

The committee chair allowed her to remain as next of kin to a deceased officer whose conduct had been publicly questioned.

Investigators presented the altered route records, fraudulent armor reports and transfers from Meridian Shield. Pike testified that Malcolm ordered the convoy moved before inspection.

Malcolm denied authorizing an attack.

He said the route was changed for operational reasons and the contractor payments supported local intelligence gathering. He described Emily’s recordings as partial conversations stripped of classified context.

Then the committee played her final message.

Rebecca kept her eyes on Malcolm.

He did not look at the screen.

A senator asked why his office deleted Emily’s defect report after her death.

Malcolm blamed an analyst.

The analyst had died six months earlier.

Agent Ortiz produced the original deletion order carrying Malcolm’s encrypted signature.

He requested a recess.

During the break, a military attorney approached Rebecca. He said the department would restore her clearance if she issued a statement acknowledging she had misinterpreted the Pentagon encounter and improperly pressured Celeste.

The offer was not written.

Rebecca asked him to repeat it in front of Ortiz.

He walked away.

When the hearing resumed, Sergeant Noah’s lobby footage played. Malcolm’s order not to contact investigators became part of the official record.

The committee referred the case for criminal prosecution and an independent military inquiry.

Rebecca’s clearance was restored the following morning.

She did not feel vindicated.

The same institution had tried to diagnose her grief, erase Noah’s recording and negotiate her silence before admitting the evidence deserved review.

Restoration without reform would only prepare the next cover-up.

She returned to duty with a condition.

She would lead no command until the department established independent protections for service members reporting procurement fraud.

The Secretary agreed because the alternative was explaining publicly why he refused.
