Rebecca once investigated police corruption for the federal government.
She specialized in evidence handling, civil-rights violations, and organized misconduct inside small departments where everyone assumed loyalty mattered more than law.
Her partner was Special Agent Michael Trent.
Michael taught her never to trust a single copy of important evidence.
“Systems fail,” he said. “People help them fail.”
Three years earlier, Michael died in a highway collision while transporting records from a corruption inquiry.
The official report called it an accident.
Rebecca found no proof otherwise.
But several files connected to the inquiry disappeared after his death.
She resigned soon afterward and returned to Cedar County to care for her mother.
The department knew her history.
Chief Harold Vance also knew it.
Vance had been a young detective in one of Michael’s unfinished investigations.
When Daniel was arrested, Rebecca suspected the case was not random.
Her brother had recently worked demolition at the abandoned warehouse listed in Rourke’s dispatch gap.
He told Rebecca he saw officers unloading sealed evidence boxes there after midnight.
Two days later, Rourke stopped him.
Three days after that, Daniel was charged with robbery.
